There is always someone willing to do it cheaper. When searching for a graphic designer, ask to see examples of work they have done. Make sure it is work that is relevant to the job you need done. Cheaper is not always better. If you want a high quality design, high quality product, you are going to need to pay higher prices. You are paying for this designers experience and expertise.

Do not forget to check if they are experienced with creating the end product you are looking for. Are they will versed with pre-press? Do they know the file types that print best? Do they know which colour settings to use? Do they use the appropriate design programs for creating what you need?
